WhatsApp Business API pricing in Malaysia: what Meta charges, and what the provider adds

Short answer: in Malaysia, Meta charges RM 0.3467 for a WhatsApp marketing message, RM 0.0564 for a utility or authentication message, and nothing for the first 1,000 free-form replies a month on each business phone number, then RM 0.0564 each. Those are Meta's prices, billed in ringgit since April 2026. Your provider adds its own fee on top, and that fee, not Meta's rate, is why two quotes for the same WhatsApp project can differ by a thousand ringgit a month.
This page is the version of the pricing we wish we could hand every client before the first call. It has Meta's Malaysia rate card, what changed on 1 July 2025 and again on 1 October 2026, what each provider route actually adds, and a worked month in ringgit so you can see where the money goes.
Three separate bills, and who sends each one
Vendors blur these, so start by separating them:
- Meta's per-message fee. Charged by Meta for every delivered template message, by category and by the recipient's country. It scales with your volume and nobody can discount it.
- The provider's fee. Charged by whoever connects you to the API. It comes in three shapes: nothing (direct Cloud API), a per-message fee (Twilio), or a monthly subscription with or without a mark-up on Meta's rate (360dialog, respond.io, Wati, SleekFlow).
- The build. One-time, if you want the number to do more than receive messages: an assistant that answers, a flow that books, a link to your order system. That is what we build, and it is the only one of the three we charge for.
Meta's rate card for Malaysia, in ringgit
Meta bills per delivered message. A template message is one you send first, from an approved template; a free-form message is a reply inside the 24-hour window that opens each time a customer messages you.

Rates: Meta's MYR rate card for Malaysia, effective 1 April 2026 and republished by Malaysian providers on 1 October 2026; the USD column is Meta's USD card as published by SleekFlow for 1 October 2026. Meta revises the card a few times a year, so check Meta's pricing page before you budget against any figure here, including ours.
Two things on that table are easy to miss. Inbound messages are free; Meta never charges you for what the customer sends. And a utility template sent inside an open window used to be free and is now charged, which matters if your assistant sends a templated confirmation in the middle of a live chat.
What changed, and when
- 1 November 2024. Service conversations became free for every business. For nearly two years, replying to customers cost nothing.
- 1 February 2025. Authentication rates were lowered for Malaysia, among other markets.
- 1 July 2025. Meta moved from per-conversation to per-message billing. Under the old model, one marketing conversation covered every marketing template you sent that contact in 24 hours. Now each delivered template is billed. Meta kept the unit price, so a one-message campaign costs what it did and a three-message sequence costs three times as much. Volume tiers arrived for utility and authentication; marketing got none.
- 1 April 2026. Meta added the ringgit as a billing currency. Malaysian accounts can now be billed in RM at the MYR card instead of in USD at a converted rate, which removes the bank's conversion spread from the bill.
- 1 October 2026. Free-form service replies are free only for the first 1,000 per business phone number per calendar month, then billed at the utility rate. Utility templates inside the window are billed from the first message. An account with no payment method stops delivering service messages once the allowance is used. Meta announced the change to account admins by email in September; the Malaysian service rate on this page is the utility rate, which is what Meta told providers it would match.
If you priced a WhatsApp project before July 2025, your broadcast line is now wrong by the number of templates per campaign, and if you priced it before October 2026, your support line is wrong by however many replies above 1,000 your number sends. Both are worth re-running before the next budget.
What the provider adds
Every route to the API goes through Meta's rate card. What differs is the fee for the pipe and the software around it.

Provider prices as listed on each vendor's pricing page or Malaysian price list on 10 October 2026, converted at the rates above. A "no mark-up" entry is the vendor's own statement; we have not audited anyone's invoices. Plans change often, so treat this as the shape of each route rather than a quote.
The pattern: the cheapest pipe is the one with no software attached. Every ringgit a platform charges above Meta is paying for an inbox, a broadcast screen or a flow builder. That is a fair trade if your team will use them. It is a bad trade if a developer is building your automation anyway, because then you are paying a subscription for screens nobody opens.
A worked month in ringgit
One business phone number. In a month it sends 5,000 marketing messages (two campaigns), 2,000 utility messages outside any open window (delivery updates), 500 authentication codes, and 3,000 free-form replies to customers who messaged first. Customers send about 3,000 messages in. Here is Meta's bill:

Marketing is 87% of that bill. It almost always is. Now the same month through each route:

Three things fall out of that table. The provider layer is worth RM 200 to RM 400 a month on a pass-through route, so arguing over it is arguing over 10% to 14% of the bill. A mark-up route can double that layer or worse, and the mark-up grows with every campaign you send. And none of the routes change the biggest line, because nobody discounts Meta's marketing rate; the only lever on it is sending fewer, better-targeted messages.
For contrast, a number that only replies to customers and sends 300 delivery updates a month pays Meta RM 16.92. The service allowance covers the replies, and the utility line is the whole bill. Most SME support numbers look like that, and the October 2026 change does not touch them.
What you pay that is not on Meta's card
- A phone number. It cannot be one already registered on the WhatsApp app. A fresh prepaid SIM or a landline that can take a verification call is enough; a few ringgit a month.
- Meta Business verification. Free, but it takes one to three weeks and needs your SSM documents. Run it in parallel with the build, not after.
- Template approval. Free. A rejected marketing template costs you days, not ringgit, so write the first ones carefully.
- The platform or inbox, if you take that route: the subscriptions above.

Is Twilio a good way to send marketing broadcasts from Malaysia?
On price, yes. Twilio adds about RM 0.02 to a RM 0.35 marketing message, so the 5,000-message campaign above costs about RM 1,836 through Twilio against RM 1,733 straight from Meta. That is a 6% premium for a reliable pipe with delivery receipts and a sandbox to test in.
On tooling, no, not on its own. Twilio gives you an API. It does not give you a contact list, a campaign screen, opt-out handling or a template editor. Someone builds those, or you connect a platform that has them. Meta also throttles numbers whose quality rating drops when recipients block them, so a broadcast tool needs to manage opt-outs and frequency, not just send. If you have a developer, Twilio or the direct Cloud API are among the cheapest ways to broadcast. If you do not, a platform with a mark-up will cost more per message and save you the build, and at a few thousand messages a month that is a reasonable trade.
How to calculate your own number
- Count last month's outbound messages by category: marketing, utility, authentication. Count templates, not campaigns; three templates to one contact is three messages.
- Count free-form replies per phone number. Subtract 1,000. Anything left is billed at RM 0.0564.
- Multiply: marketing × RM 0.3467, utility and authentication × RM 0.0564, excess replies × RM 0.0564. That is Meta's line.
- Add the provider: US$0.005 × every message in and out for Twilio, the monthly plan for a subscription route, and the mark-up on each template if the provider charges one.

What we see on the numbers we run
We run WhatsApp automations on our own platform, OMNE+, which more than 100 interior-design firms use, and on the assistants we build for clients. The bills follow one pattern. A service-led number, one that answers quotes, confirms appointments and sends order updates, spends tens of ringgit a month with Meta, because the replies sit inside the free allowance and the utility rate is small. A broadcast-led number spends hundreds to low thousands, and the marketing line is the whole story. We have never seen a bill where the provider's fee was the problem and Meta's marketing rate was not.
Which is why our advice on the first call is usually not about the provider. It is about whether the campaign that is about to cost RM 1,700 a month would do the same job as a utility message that the customer asked for, at a sixth of the price.

Twilio's fee is about 6% of a marketing message but about 36% of a utility message, so it matters more for transactional traffic than for broadcasts.

Is the WhatsApp Business API free?

Utility template messages sent inside the window are now charged at the utility rate from the first message. Marketing and authentication pricing did not change. Meta also requires a payment method on the account, or service messages stop once the free allowance is used.
Do I need a BSP, or can I use Meta's WhatsApp Cloud API directly?
You can connect directly. Meta's Cloud API is open to any business with a verified Meta Business account, there is no provider fee, and Meta bills your card in ringgit at the rate-card price. The trade is that you get an API and nothing else: no inbox, no broadcast tool, no chatbot. A Business Solution Provider or platform sells those layers for a monthly fee, a per-message fee or a mark-up on Meta's rate. Direct Cloud API is the cheapest route if a developer is building your automation anyway, and it is the route we default to for the assistants we build, because it removes a recurring fee.
